CBAM sectors on the timeline of CBAM benchmarks

The signatory associations representing the current CBAM sectors support the two-step approach proposed by the Commission with regards the timeline of CBAM benchmarks. This means releasing indicative CBAM benchmarks based on 2021-2025 ETS benchmarks before the end of the year, and publishing the definitive CBAM benchmarks on the basis of 2026-2030 ETS benchmarks as soon as the latter are available at the beginning of next year, with effect as of 1st January 2026.
This approach mirrors best in the CBAM imports the situation faced by the European industry under the EU ETS and provides visibility to all operators of the value chain to the best extent possible in the current circumstances.
At the same time, we urge the Commission to release both the definitive ETS and CBAM benchmarks as soon as possible so that full clarity is ensured for all businesses, while ensuring a design that prevents loopholes.
